This disturbs the smooth operation of our Library and is unfair to the others
who also want to read these books. These people should realize that they ane
misusing public property and that this should not be tolerated.
Why not have each borrower pay a amalt deposit shen joining the Library? This
money could stay in trust as long as the borrower mahes use of the Libary.

would automatically be forfeited. Those who move amay could have their depo~
ait refunded. Under this system conrect borrowers will not suffer, but the
incorrect borrowers will pay fon thein sina!
